Why I Added This to My Portfolio

This project showcases my ability to execute a complete instructional design process from initial analysis through implementation. It demonstrates how I transform complex government contracting procedures into engaging, accessible online training that meets strict compliance standards (Section 508, SCORM) while maintaining learner engagement.

Project Overview

This e-learning course teaches government representatives how to conduct reviews that evaluate economy and efficiency of work force, methods, materials, equipment, real property, operating systems, and management. The course aims to promote both short and long-range improvements in economy and efficiency. The project required translating technical documentation including 25 attachments into a 6-10 hour interactive online experience.

The Challenge

Problem 1: Information Overload

Source material consisted of complex government contracting manuals with 25+ attachments
No existing training structure - just reference materials
Target audience had varying levels of technical expertise

Problem 2: Engagement vs. Compliance

Strict Section 508 accessibility requirements
SCORM packaging requirements for government LMS
Need to maintain engagement over 6-10 hours of content

Problem 3: Technical Complexity

Content involved financial analysis, indirect cost rates, and government regulations
Learners needed to understand both theory and practical application
Multiple stakeholder perspectives to consider

Problem 4: Arbitrary Video Requirements

Contract mandated exactly 2 videos, each 4 minutes long (8 minutes total maximum)
No guidance on video content or purpose from the client
Had to determine where videos would add the most value within an information-heavy course
Challenge of making meaningful video content fit exact time constraints

Analysis Phase (top)

Conducted comprehensive needs analysis across 25+ source documents
Identified knowledge gaps and learning requirements
Created a hierarchical structure for complex information
Developed 6 Terminal Learning Objectives (TLOs) with 30+ Enabling Learning Objectives (ELOs)

Design Phase (bottom)

Created detailed storyboards for interactive scenarios via Microsoft PowerPoint
Designed avatar-guided instruction for consistency
Incorporated gamification elements for engagement
Built in knowledge checks throughout each module
